Principal / CEO

Vincent Barnes

Barnes leads CEP Strategies Consortium, a Washington, DC region development advisory, capital readiness, and policy strategy firm. His 30-year background spans real estate and economic development, capital formation, federal policy, and political strategy. His development and capital-readiness work includes layered capital stacks across LIHTC, NMTC, Opportunity Zones, climate finance, and conventional debt and equity; the transaction toolkit of pro formas, business plans, investor decks, and data rooms; and coordination with broker-dealers, placement agents, and syndicators.


His federal policy work includes senior policy and legislative roles within the financial services and energy industries, including Senior Vice President roles and appointment as legislative counsel for a Member of Congress. In these roles he has engaged at the congressional, agency, and executive branch levels to achieve identified client objectives.


Barnes holds a JD from the S.J. Quinney College of Law and a BA from Brigham Young University.

The Practice

A consortium model for complex client objectives.

CEP Strategies Consortium is organized around the client’s objectives, not a fixed staffing model. The conventional advisory firm maintains a permanent bench across every discipline a client might need — and carries the overhead that structure requires, whether or not it fits the engagement. The Consortium made the opposite choice: a deliberately lean core, defined by what it does at the highest standard — strategic advisory, capital readiness, and policy strategy — surrounded by three decades of working relationships with the genuine experts in every discipline complex projects touch.


In practice, the Consortium works with the client’s existing experts — counsel, financial advisors, engineers, architects, operators, public affairs teams, and other retained professionals — and, where an engagement requires capability beyond them, identifies and engages the outside experts needed to close gaps in the project, capital, or policy strategy. The team is assembled to fit the engagement, never the reverse. The result is a coordinated advisory platform that aligns the client’s internal and external resources around a defined outcome — while preserving the appropriate roles of licensed professionals and retained advisors, with cost following expertise applied rather than overhead maintained.
